Required for wii-network to work on Windows without licensing issues.
Plan: build some standalone gnutls DLLs with msys, create a .def and a .h with function imports, make a .lib from the .h, document the process.

We're going to use PolarSSL instead, GnuTLS is just too much of a pain on Windows.
