What steps will reproduce the problem?
After some 18xx rev games like MP2, Soul Calibur that use Safe Texture
Cache Function have huge slowdown problems (about 15-35fps less than
without it)
Please provide any additional information below.
1871 or 1880 commit can cause the problem
