Using 4.0-653 from https://el.dolphin-emu.org/download/
in a system with windows 7 x64 and nvidia 560ti gpu, i can't seem to be able to disable vsync when using opengl no matter what (in dolphin options, pressing tab or either with nvidia drivers).
4.0-611 seems to work fine.

After a bit of testing merge branch 'GLExtensions' seems to be the culprit (revision 5a599d472e49 or 4.0-651).

Hmm, this is weird, it seems that before GLExtensions branch merge vsync was always disabled in the first place and after it it is always enabled (the opposite default behavior), nevertheless i can't alter the option using dolphin.

Ok with builds before gl extensions merge you could alter the vsync setting in the gui and it worked but if you pressed tab just once it would be disabled and stay disabled for every game and always until you restarted dolphin (this gave me the impression that it is always disabled). I found this out having framelimit disabled in order to see immediately if frames are limited by vsync. With builds after the merge until the latest the setting is always enabled no matter if you restart dolphin, use the gui, and press or not press tab at all.

Using d3d i managed to see that the tab issue is fixed, but the initial issue is not with opengl so i am reopening this.

I'm actually getting the opposite. Vsync is always disabled in OpenGL. Looks like the ini is getting set ok. Double checked my video card driver settings as well. d3d is working fine.
win8.1 x64

I'm getting the opposite as well. Vsync is always disabled and setting the option in Dolphin does nothing. To prevent screen tearing in fullscreen mode I must force vertical sync in Catalyst Control Center; however, forcing vsync via CCC unfortunately prevents me from going above 60 FPS, which limits the VPS to usually anywhere from 60-120.

I'm fairly certain this is finally fixed for real.
I'm going to credit 4.0-1981 > https://dolphin-emu.org/download/dev/aae16309490c1559bde43ac4c51525b8d827c7cc/ for fixing it the rest of the way.
