Unable to fully remove frame limit with OpenGL + V-Sync

Description

What's the problem? Describe what went wrong in few words.

When using the OpenGL back-end, I am unable to fully remove the frame limit. The frame limit will only go as high as it takes for the game to get to 60 FPS (i.e. 60 VPS on a 60 FPS game; 120 VPS on a 30 FPS game; etc). This issue does not occur on the D3D11 back-end and I am able to remove the frame limit cap completely without any screen tearing.

What did you expect to happen instead?

I expect the virtual frame limit to be completely removed even while the output is vertically synced.

What steps will reproduce the problem?

  1. Boot up Dolphin and ensure OpenGL is the default back-end
  2. Enable V-sync
  3. Attempt to remove the frame limit and note results

Which versions of Dolphin did you test on?

4.0-658

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

Older versions are affected by this issue.

What are your PC specifications? (including, but not limited to: Operating

Core i7-4770K
Radeon HD 7970 (13.12 WHQL driver)
Windows 8.1 Professional x64

Are you using the 32 or the 64 bit version of Dolphin?
