Super Smash Brows. BRAWL in this case, every Wii game seems to be affected though.

Enabling PAL60 mode in Dolphin options still display the game at 50 Hz
What did you expect to happen instead?
To run at 60 Hz
What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]
- Turn on the PAL60 option in Wii config
- Try to run a PAL game that supports 60 Hz (Brawl for example)
- The game runs at 50 Hz (50 VPS - 50 FPS)
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on? 4.0.2
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
No, this bug seems to have been there for a long time.
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)

Nvidia 660Ti 2 GB
8 GB RAM
Are you using the 32 or the 64 bit version of Dolphin?

It seems that not all games have this behaviour. Mario Galaxy PAL works at 60 Hz for example. However, I am completely sure that Brawl supports 60 Hz (in fact a message appears when you start the game recommending that you enable the 60 Hz mode in the wii options, and I can play it at 60 Hz on my real Wii) but it won't use it in Dolphin.

:/ Super Smash Bros Brawl PAL keeps running at 50 Hz on Dolphin. It supports 60 Hz, as it runs at 60 Hz on my Wii

Similar issue -- perhaps the same one -- exists in some Gamecube games. Paper Mario TTYD, for example, immediately returns to 50 Hz after selecting 60 Hz on boot in OpenGL and Software. Direct3D keeps the 60 Hz longer, but will eventually go back to 50 too, easiest to reproduce is loading a save and opening the pause menu (though sometimes the act of loading a save is enough to go to 50, which is odd!).

Super Smas Bros Brawl Wii pal version (RSBP01) is still not able to use 60hz mode. Dolphin 4.0-5283. Tested also in last stable release (4.0.2).
Before the game shows the start menu it shows prompt where it guides to change Wii settings to 60hz (attached screen shot).
This seem to be limited to SSBB because next european wii games works fine in 60hz:
- Super Mario Galaxy 2
- LoZ: Skyward Sword
- Loz: Twilight Princess.
The game works in 60hz in real european Wii.
Things I have tried:
- Set Pal60 in Wii options
- Set Progressive Scan on
- Use the Wii System menu in Dolphin and try either EDTV/HDTV (seems to be default) and 480i option.

Based on my limited testing, you can work around this by booting the System Menu first, then loading your Wii game through that. Brawl runs fine at 60Hz this way at least.
