Description
We never supported hotplug in our controller backends due to multiple of the libraries used didn't actually support Hotplug.
SDL2 adds support for this in OSX, Windows, and Linux, so we should add it since it would be rather nice to not have to reinit on controller plugin.

Changing this over to purely supporting hotplugging in general, not just in SDL2.
This would be nice on all platforms.
