I guess this is more of a feature request than an issue, but the defect template seems to be par for topics labelled enhancement.

What's the problem? Describe what went wrong in few words.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

It is possible to run the Action Replay disc from within Dolphin.
First make sure that Dolphin is not skipping the GameCube BIOS (found under the options) as the Action Replay makes use of some of the BIOS functions. The ipl.bin file has to be dumped from your GameCube. Next, make a dump of the Action Replay memory card. Insert the dump into Slot B within Dolphin. Now boot the dump of the Action Replay disc. Enter the codes into the Action Replay and press Start to start the game. If the Action Replay hangs on the "Updating Action Replay hardware" message, go into the options and change the Slot B to None and back to the Action Replay memory card dump. When the Action Replay asks you to open the lid, use the "Change Disc" menu command within Dolphin to play the game with the cheat enabled.
