Game Name?
Pacman World 2

Game ID?
GP2EAF

What's the problem? Describe what went wrong in few words.

There is a buzzing noise that plays during the opening cutscene that starts around the point Pinky starts picking petals off a flower. It gets worse as the cutscene progresses to the point that audio becomes extremely garbled and then cuts out abruptly when Pinky begins juggling some of the Golden Fruit. It affects all audio combinations.

What did you expect to happen instead?

No crackling or buzzing.

What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]

1.Start the game.

2.Wait for the opening cutscene to load and listen to it in its entirety. Do not press any buttons or this will cancel the cutscene.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?

4.0-1228

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

No.

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)

Windows 7 Home Premium, Intel Core B940 processor, HD Graphics.

Are you using the 32 or the 64 bit version of Dolphin?

64 bit.

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

This is the link to a zipped file with 3 audio dumps (one for HLE, LLE recompiler and LLE interprater). All were using XAudio2. It affects both the real LLE dsp and the dolphin specific dsp.

The dumps will start off sounding normal. After reaching the part where you can here someone snoring (the scene where Pinky looks through Pacman's window where he is seen sleeping), the buzzing should start shortly. It will get progressively worse until it eventually stops abruptly (the scene where Pinky is juggling the Golden fruit specifically.)

This buzzing has been confirmed before. When New Ax-HLE was being developed, delroth confirmed that this buzzing was a bug. AFAIK,no one tested to see if it affected LLE recompiler and interpreter.

Confirmed. Also tested on console, and it's not a problem there.

I'm not 100% sure whether this is a DSP issue or JIT issue.

I just want to confirm that this is still an issue. I believe MegaMan X Collection suffers from the very same issue.
