Sonic Mega Collection Blue Sphere has severe screen tearing issues [cpuTiming]

What's the problem? Describe what went wrong in few words.
There are no words that can describe this, only video.
Okay, I'll at least try because I know neobrain won't watch videos. I also tried to get screenshots, but they render nothing during the glitching. But, the best I can say is this is some kind of tearing/
What did you expect to happen instead?
Not that, that's all I can say, not that.
What steps will reproduce the problem?
1.Startup Sonic Mega Collection. You can use whatever settings you want, you're not preventing this from happening.
2.Go to blue sphere under the game list
3.Please do not do this if you are prone to seizures
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0, tons of builds, 4.0-1430
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
What are your PC specifications? (including, but not limited to: Operating

It seems as though something is going on regarding the CPU Timing. Two people have confirmed it's working in this Pull Request. https://github.com/dolphin-emu/dolphin/pull/1316
It's a hacky WIP and not guaranteed to be the correct fix, so not marking as fixed in PR or anything like that.
