Game ID?
Windows 8.1 pro N x64 and Dolphin 4.0.2 x64 and beyond, when trying to create GC memory card I get the following warning:
Could not write memory card file
Users/xxx/Documents/Dolphin Emulator/GC/MemoryCardA.EUR.raw.
Are you running Dolphin from a CD/DVD, or is the save file maybe write protected?
Under Win 7 everything is fine. Dolphin 3 is also running fine under Win8.1. I tried to import GC save files from Dolphin 3 to 4 and then start Memory card manager, but it failed to recognize SRAM.raw files as valid. Tested so far: Luigi's Mansion, Naruto: clash of ninja, FF:crystal chronicles.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0.2, 4-1516, 4-1569 and 3-800.
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Dolphin versions that did not put user files in Windows Documents folder.
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Windows 8.1 pro N x64, i5-3570k, nVidia 9600gt.
Are you using the 32 or the 64 bit version of Dolphin?
64 bit
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

SRAM.raw is not a memory card file. Look at the error message you just pasted 2 lines above that.
What is your username? Does it have non-ascii or special characters in it? IS IT WRITE PROTECTED somehow, like the questionnaire asks...?
Overall this is a better question for the forums...but might be a bug if your username has special chars and dolphin is failing here.

It seems that after installing official Dolphin 4.0.2 emulator could not
locate memory card itself in documents folder. I created GC card under Win
7, imported it in Win 8.1 and manually located it in dolphin options. Now
it works. However, it's suspicious that no one haven't this issue until
now. It's probably on my side.
