What's the problem? Describe what went wrong in few words.
The game does not detect the second controller in 2P-mode (split screen).
What steps will reproduce the problem?
Open the game, select split screen mode. 2nd player can't choose a car.
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0.2 (stable) and latest build.
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
I don't know. But without changes, Mario Kart Wii works in 2P-mode. I have tried on two different computers, with different controllers.
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Intel Core i7-4700MQ, NVIDIA GTX 765M, Windows 8.1 x64.
Are you using the 32 or the 64 bit version of Dolphin?
64 bits (32 bits is outdated now).

Sorry I didn't get to this sooner. Does this game support Wiimotes and GC controllers? It's possible that Mario Kart Wii works because it supports both, and you have one GC controllers and One Wiimote plugged in, making it so two controllers work. Maybe try configuring or making sure a second Wiimote/GC controller are plugged in.
There's a chance that this is a bug as well, but, I'd like to make sure it's not something silly.

Yes, i know that Mario Kart Wii works with both GC and Wiimote controllers. But i have tried with GC controllers disabled since Sonic & Sega All-Stars racing only supports Wiimotes.

did you make sure to set two wiimotes plugged in, and configure both of them, and make sure they both had nunchucks plugged in if necessary?

Both have nunchucks plugged in, and are configured. I set two wiimotes, and disabled GameCube controllers. I just tried again. It is the only Wii game i have that doesn't work in 2P-mode on my two computers.

Using i5 4460 win 7 home premium sp1. Dolphin 4.0-1869

Okay, I have a request for everyone. I'll accept this if you can try one thing and it doesn't work.
Once you get to the point where the second player's controls are needed and it isn't working, hit ALT F6. If it disconnects Wiimote 2, try hitting it again as well. You will want On-Screen Display Messages on.

Sorry to contradict Paul F but that didn't work for me. I've got messages on and it showed up "Wiimote 2 connected" on pressing of ALT -F6, but then nothing and wouldn't recognise input. Double checked to see if I hadn't cocked up the settings for wiimote 2 on the config screen but it all looks fine. Other 2 player games work fine too eg GTI Festa etc
I wonder if it's because I'm using emulated wiimote rather than real? Not sure why that would make a difference though. game runs fine otherwise in 1P btw. Like Paul said not had this problem with other 2 player games

No, because some games will disconnect Wiimotes at points; more research is needed.

I think that this has to be related to the issue with Metroid Prime: Trilogy having disconnect problems. I even have a DolphinBar, which previously worked, but now it doesn't whether or not Speaker Data is off or on. BillyAlt has a complete description of the problem in recent versions of Dolphin in the wiki:

Just an FYI, this bug makes Metroid Prime Trilogy 100% unplayable, because the wiimote desyncs, and a message essentially states that the wiimote is disconnected. Nothing can get it to be playable, at least not anymore.

I just hit Alt F5 after the initial disconnection and it's fine. Anything else is unique to your situation.
