What's the problem? Describe what went wrong in few words.
The audio is not balanced.
What did you expect to happen instead?
The driving sound to not hurt my ears.
What steps will reproduce the problem?

1.Start up the game
2.Set up a race
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-3073
Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Didn't test it on other versions.
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Windows 7 X64
AMD A8-4500M APU 1.9 GHZ
Raedon HD Graphics
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

Does it run full speed for you? If it doesn't that is to be expected with all games in general, they need to run full speed to hear proper sound.

It runs on full speed on time trial and it's still loud there.

Oh sorry, i didn't read everything you wrote before answering, does lle audio fix the issue? Abnormal sound levels are a known issue still left with hle audio.

By the way the Namco logo is broken on HLE audio.
