What's the problem? Describe what went wrong in few words.
In level 19 of the game "Find Mii", you have to find two look-alikes in the dark, while your cursor is the flashlight. On Dolphin though, the whole screen (except for the HUD) is black. So there's no way (except for very lucky guessing) to get any further in this game.
I tried several graphics options, but nothing worked.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Actually, I think this issue has always existed in Dolphin. It was there when I first used it yeeears ago (back then I didn't know about issue reports). Now, when I played the game again I thought this would have been fixed along with many similar issues, but obviously it's a little different.
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Intel Core2Quad Q6600 (@3.0GHz), Geforce GTX 460, ... Win8.1 x64

Please let people know in the steps that you must play Find Mii to stage 19. You said it above, so it's no big deal, but some people do follow the steps when they're really unfamiliar with a game :)

You can't edit, I'm just letting you know for future issues. You did well enough to explain it in the body of text, that's why I just added a short explanation. It just looks odd with the steps missing.

Please retest this issue on latest. It's likely fixed since Kayrus PR that was merged yesterday.

This is still an issue in 4.0-6484, as previously noted the cursor should turn into a flashlight to illuminate a portion of a dark room.

I can confirm this issue in 4.0-4.0-6732. Tried with efb2ram, efb cpu access, bbox, format changes, safe texture cache accuracy etc. enabled. Also tried d3d with xfb disabled, and both d3d and opengl with real xfb. The screen just stays black, except for the timer and pointer:
