What's the problem? Describe what went wrong in few words.
In the first episode of the second world(Ricco Harbor) some models begin shaking when Mario or the camera move. For example: boats, sign with an arrow and ship's ladder, all near the starting point. This happens in both OpenGL and Direct3D renderers.

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

System, CPU and GPU)
Windows 8.1, AMD FX-4300, AMD Radeon HD6770

Has happened all the time iirc. I remember this happening even with 2.0

Is it some kind of interlacing problem? Is there any evidence of this glitch?

I tested this, it's just the heat effect at 25 fps. I set it to 60 fps, and everything looks fine.

Wait, doesn't the gameplay in SMS speed up at any framerate higher than 25 fps(30 fps for NTSC version)? I don't think this even counts as a workaround then.

Dolphin isn't the problem, it's the game itself.

Ah, okay then. It's still kinda weird that this is a lot less noticable in 4.2. In 4.0-3496 shaking is so powerful it's distracting.
In addition to what I said, this also happens to some other models in the game.
