openAllow relocating the StateSaves path in the GUI.

Description
I would like to be able edit where my savestates are located. Savestates are a pretty big part of an emulator, whether you are tasing or not and to more conveniently access them is a good thing. Maybe place this feature in Dolphin since again it's a Movie related feature :)

In addition to savestate paths, JMC47 has brought up that dump paths should also be configurable as well.
In the matter of usability, all of the paths should be configurable/editable.

Yeah I totally agree with you. In general, I think these things add to be more user friendlier Dolphin.

I think this should be accepted. Whether anyone does it in a reasonable amount of time, I have no idea.

I'd like to see this as well. It would make editing INI files much simpler if I could set my default INI folder to be the same as my commit folder.

It would be great to specify where I want to put my GCI folder. That way I could have them sync with my Google Drive without using symlinks.

Would just like to second the notion of configurable GCI folder paths. This is preventing me from sharing GC saves between two OSes on the same drive.
