What's the problem? Describe what went wrong in few words.
When using Dolphin's built in Vsync these games in full screen dont cap the framerate at the propper 50FPS for PAL titles but instead they cap at 30 FPS and thus slow the games down. This does NOT effect windowed mode or fullscreen with Vsync off. I'm not sure if it effects other more popular PAL titles as I only have a few to test with.

What did you expect to happen instead?
50 FPS with Vsynch enabled in full screen.

What steps will reproduce the problem?

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Im not sure how long this has been an issue as I haven't played thesdse games in a while but I am assuming it may have something to do with exclusive FS mode? Either way as of maybe a few months ago they DID work fine.

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Quad core core2Quad clocked to 3.52Ghz, XFX radeon HD 7770, SSD for os, Windows 7....

This is a fundamental flaw with vsync.

Vsync on a 60hz monitor only allow the following framerates: 60hz, 30hz, 20hz, 15hz, 12hz, 10hz, 6hz, 3hz, 1hz.

Unless you can run your monitor at 50hz (or 100hz) vsync is useless. Perhaps dolphin should not allow this setting to be set in these cases.

I realize now that I MAY have been using the driver instead. I use mt 42inch TV as a computer monitor and I do know it did support PAL. Maybe the ATI drivers were capable of knowing that my TV could do it? I also recently upgraded to a better 42 inch for my bedroom and maybe my new one cant do PAL? Not Sure... Seems like it's leaving people out if you can't Vsync PAl games games at all. I don't have any that aren't exclusives to europe but many people DO use PAL dumps. Thanks anyways for the look see.

There's a simple way to make the vsync work... if your monitor supports a 50Hz refresh rate, just set it to 50Hz in the options. I think we already have some vsync improvements in another issue, so I'm going to close this one. Thanks for bringing this to our attention, though.
