Pre-formatted User INI files

Description
I thought it might be helpful if, when a user first goes to create a new gamesettings file, it could come pre-formatted.
So when a user hits "edit config" for a game, instead of being presented with a blank text document, instead the document would start off with the following template.

Personally i like things the way they are now, it is easier to edit info and track your local changes immediately without irrelevant stuff in the file, but that is just my opinion.

I have to agree with Stevoisiak here; at least having the "sections" in the INI file, even if blank, would help a lot in me not having to look stuff up every time I place an option.

The current presets do a good job of creating the required sections when editing.
I am now quite happy enough with the way it is.
