"Toggle Custom Textures" hotkey

Description
I think this would be particularly useful for people who like to do HD texture comparison videos, but I also think it'd be useful when editing custom textures and testing them on the fly.

For Qt, instead of having to cherry-pick settings and make them hotkey-able individually like this, I think we should just have a way to set a hotkey/gamepad button for any and all options that can be toggled while in-game. I'm tired of these kinds of issue requests, let's go with the nuclear option.

The more I think about it the more I don't think this is acceptable. If it's already loaded the HD texture, there's no real way to switch to a texture that isn't loaded on the game disc, right? Wouldn't you have to leave the area and return?

The way it has worked is that enabling Load Textures loads the new textures, disabling displays the default textures, and enabling Load Textures again will reload any new textures which have been added or changed.
You haven't needed to leave the area and return in any example I've played.
