After adding titles.txt, sorting by titles they are still sorted by the old title names

What did you expect to happen instead?
Titles should be sorted by the titles in titles.txt

What steps will reproduce the problem?

1. After adding games before adding titles.txt, it looks like this: https://imgur.com/5hargKh.png
2. Close Dolphin and add titles.txt to the Load folder and reopen Dolphin
3. Sorting by titles in Dolphin will look like this: https://i.imgur.com/Lo0IRCt.png "Super Smash Bros. Brawl" should be down above "Super Smash Bros. Melee". Similar issues occur for with "Phantasy Star Online I & II" is "PSO Online I & II" and gets sorted incorrectly.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
