Is all I need to do to get to those credits is beat Special Cup at any difficulty?

Does it also look that bad at 1x IR?

Yeah, any difficult (in my case 100cc) & settings (1,2,3,4x, EFBtoRAM/Texture, XFB, etc).

Tested on Geforce GTX970 & Intel HD 4600.

That's not the only problem. After the characters leave the screen, there's a purple trail left behind that doesn't happen on the real hardware.

In the latest builds, the effect looks correct at 1xIR and no enhancements, although it is hard to tell as the trailing effect is vary faint and might be lost in youtube video's (reference for real hardware).
The main problem now seems to be the angle of the effect, as can be seen in the original pictures.
