[enhancement] add "skip all" button to panic handlers

Description

In order to not force users to disable panic handlers for the games that get an almost infinite loop of error messages, it would be very useful to put beside the "ok" button of the panic handlers, a "skip all" button.
In this way for example issue 4138 could be finally be closed.

I'm afraid this isn't possible with either UI frameworks we have. We could make it a Yes/No question that skips further ones for a particular choice, but then again I don't think this that useful of an addition. If you skip all further messages, you might aswell go and disable panic handlers altogether.

What about hitting yes disables panic handlers? Or something like that?

The yes/no option has to be coded into each panic handler.

I'm not even sure the yes/no options are consistent between panic handlers.

In my own personal experience, I've found that clicking yes causes Dolphin to crash more often than not.

That's a pretty ugly and hard-to-discover workaround... And do hotkeys like that even work while panic alerts are open?
