Separation of Controller Background Input and Hotkey Background Input

What's the problem? Describe what went wrong in few words.
The Background Input checkbox in the Controller settings and the keyboard settings seem to be linked. Changing one also changes the other.

What did you expect to happen instead?
They should be separated. For example it should be possible to check the box for Background Input in the controller settings while the one in the hotkey settings stays unchecked. So for example I can play a game without the Dolphin window being focused by Windows, but don't acidentally press the hotkey to load my savestate.

What steps will reproduce the problem?

  1. Check/Uncheck Background Input in one of the Controller Configs or the Hotkey Config.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work? -

Better way: create a virtual "event" or flag, which signals if we are in fokus. So we could configure this per key itself.

I second this request. Would love to have background input for controller but not for keyboard hotkeys. Thanks!

The only thing stopping me from fixing this is knowing where to put this new "Background Input for Hotkeys" checkbox.

I considered completely eliminating "Background Input" just for hotkeys, but apparently some people use it for TAS reasons.

So.. Where should the new checkbox go?
