It can take up to 3 minutes to startup. My HDD light is flashing 100% of the time. Process memory can go up to around 280mb (128mb when it's finally loaded)

It happens I would say about once every 3-4 boots
Which versions of Dolphin did you test on?
Dolphin 4.0-5770 x64
What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
i7 with 8GB of RAM and a GTX 550ti.

But this one is a JIT-only cleanup, so an increase boot time is unlikely in my opinion.
Can you double-check if earlier versions are also affected?

It's probably searching the whole harddrive or something silly like that due to a user setting. Try deleting your paths in the dolphin INI and resetting them to something more specific.

This is off topic, but another slow issue I've encounterd.
When starting a game on the default settings I noticed it says, 'Reading Disc' for almost a minute.
When you right click on a game and go to the Properties there are more settings, one of these I had checked and I noticed the 'Reading Disc' only took like 10 seconds, an extreme speedup I noticed.
Then I had some other issues I was trying to fix and one of the developers told me not to change these Properties settings and just leave them on the half clicked setting, but if I do this the Read Disc is very slow, so what is the best way to speed this up, if any?

Can you please check if an older version of dolphin has this problem?
Or check with a new version of Dolphin to see if this issue still occurs.
I don't think anyone else has this issue.

That bisect must be wrong.

There's no bisect in this issue report as far as I can see. It just says that it happens on 4.0-5770, not that 4.0-5770 caused it.
