What's the problem? Describe what went wrong in few words.
"Key shortcuts" and "Hotkey Settings" have duplicated entries (connect Wiimote, toggle IR, that aren't bound toghether, load state and so on) this leads to the possibility to have the same keaboard key assigned for two different tasks (for example you could assign the F1 key in the "key shortcuts" menu for changing IR resolution and in the "Hotkey settings" for loading a save state, the result is that if you press F1 while a game is launched, the emulator changes resolution and at the same time tries to load a save state

What did you expect to happen instead?
To have the two menus "bound toghether" or to get rid of one of them since they're only a duplicate of each other

What steps will reproduce the problem?
[Don't assume we have ever played the game and know any level names. Be as
specific as possible.]
1.Start Dolphin
2.go into "Key shortcuts" and "Hotkey Settings" config menu and assign the same key for a different tasks

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0-5954

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
4.0-5400 (until 4.0-5400 there was only the "Hotkey settings" menu)

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)

"Key shortcuts" and "Hotkey Settings" have duplicated entries that aren't bound toghether (connect Wiimote, toggle IR, load state and so on)...

Key shortcuts are needed on OSX as the "Hotkey Settings" do not capture the system keys. The key shortcuts also allow the menu to be configured with key shortcuts.

"Hotkey settings" are needed to map controls to anything other than a keyboard.

The emulator does not bind anything to the hotkey settings. If the user assigns the same key to the same function, it is a settings issue. Similarly we would not remove the "duplicate" save state slots just because a user decides to map the same key to two slots.
