What's the problem? Describe what went wrong in few words.
Variable framerate and "Phantom image" when you look around quickly in 1st person. Only when using OpenGL. "I Tried Direct3d with same settings"
Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.

Internal resolution 2,5x
Antialias 8 samples
Anisotropic filtering 16x
(Tried various kind of internal resolution, antialias and anisotropic, but only with D3D works properly)

Are you sure it's not just lagging from the high graphical settings...?

Yes, because I got a power PC and normally I can play dolphin in very high settings "4SSAA, 3x internal resolution, texture filter, anisotropic 16x" etc, with no fps drop in most games. And OpenGL works a little bit faster than direct3d in dolphin with my computer.
The fps goes between 40-60 fps, I think that instability causes the "phantom image" or motion blur effect. (I got the automatic fps limit always, and all the games run at 30 or 60fps depending on the game)

Can you try running this with all enhancements turned off? (EG: 1x resolution, no antialiasing, etc)

Tested with no antialiasing, 1x native resolution, and 1x anisotropic filtering. The same results. Variable fps slowdown.
As I can see, this affects many other games, but no fps drop, by example, if you pay attention, in the windwaker, if you run looking the npcs or move the camera around, you can see some sort of blur, this doesn´t happen with D3D.

This only happens in this game using OpenGL, but appears too (fewer) in other many games such as the Wind waker, if you look closely the quick movements like a jump, running at npc´s possition, or looking in 1st person. One more time, this doesn´t happen with D3D.

P.S: Video recorded with no antialiasing, 1x native resolution, 1x anisotropic filtering and 1024x768 Fullscreen resolution, all dolphin configs by default. Using 4.0 5989.

This can happen if the GPU goes into low power mode, which it likes to do in OpenGL in some cases as well. I'm not exactly sure what to do about it or why it's happening on your setup or at all. Can you try forcing your GPU into high power mode when Dolphin is running?

I got the maximum power mode from the power management mode on nvidia control panel, and this only ocurrs in this game, so i dont think the problem is on my pc.

I'm unable to reproduce this issue on a much weaker GPU/CPU combo, I have no idea what's happening for you, unfortunately. OpenGL may be more demanding with certain settings, maybe.

Ok, in spite of this issue is closed, i found the problem.. progressive scan option, if you enable this, you´ll see the "phantom" or flickering image.
