Cannot extract disc partitions after partition 9 in SSBB (Haven't tested other games)

What's the problem? Describe what went wrong in few words.
When I try to extract disc partition 10-13, it will not extract that partition and instead ignores the second digit and extracts the partition ten numbers lower, e.g. attempting to extract partition 10 extracts partition 0, partition 11 extracts partition 1, ect.

What did you expect to happen instead?
The partition I attempt to extract being the one that gets extracted, e.g. partition 10 extracting partition 10 instead of partition 0.

What steps will reproduce the problem?

  1. Right click Smash Bros. Brawl and click "Properties"
  2. Click on the Filesystem tab
  3. Right click on partition 10, 11, 12, or 13 and click "Extract partition"
    It will now extract partition 0, 1, 2, or 3.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
Dolphin 4.0-5991 and Dolphin 4.0-5995

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
I have not tested any older versions of Dolphin.

GPU: Gigabyte GeForce GTX 960
RAM: 8 GB
OS: Windows 8.1 Pro 64-bit

Here are the results of me attempting to extract partition 10. My results look like partition 0 instead of partition 10.
