Mouse driver constantly disconnects while dolphin is open (USB mouse)

What's the problem? Describe what went wrong in few words.
As soon as Dolphin opens my mouse driver begins to lag and disconnect constantly, even if the mouse is inactive. This issue happens even when Dolphin isn't emulating and gets worse if I start emulation. The issue causes constant stuttering and freezes in all games when emulating (Most likely from windows re-connecting the driver). Only "fix" is to disconnect the mouse or switch to a default Microsoft mouse before Dolphin starts, reconnecting the mouse after Dolphin launches still causes the issue. Closing Dolphin without a mouse connected will cause it to crash (may be unrelated to this issue).

What did you expect to happen instead?
For the mouse driver to not constantly disconnect, forcing windows to re-connect it while freezing emulation.

What steps will reproduce the problem?
1.Start Dolphin with mouse connected
2.Cry as mouse disconnects
1a. Start Dolphin without mouse connected
2a. Connect mouse
3a. Mouse disconnects and issues persist

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
Tested on the newest dev build available (4.0-6213 May,8 2015). Been mostly using a slightly earlier version (4.0-6153). Issue in both versions.

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
Latest stable version doesn't have this issue (4.0.2) but I can't find an earlier dev build which doesn't have this issue.

What are your PC specifications? (including, but not limited to: Operating
System, CPU and GPU)
Running Windows 7 x64 (Home Premium). GPU: GTX 660 CPU: 5200-FX (AMD) Mouse: UTechSmart 8000 and Microsoft BlueTooth Mouse (Both USB) -- UTech mouse disconnects, Microsoft mouse works fine

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)
No settings within Dolphin seem to resolve the issue, disabling mouse software didn't resolve the issue either.

This sounds like more of an issue with your configuration rather than Dolphin. Unless you can pinpoint the build where this starts, there absolutely nothing we can do to assist.

I have this issue too.
I have tracked it down to this build https://dolphin-emu.org/download/dev/9348b2e1a661d7e430e70107569ec274e70a1c19/
The previous version has no such issue.

Testing was performed on Windows 7, with a Razer Death Adder mouse.

I use a wireless mouse but don't have an issue; obviously it must be specific to some hardware.

Thanks for bisecting and reporting that issue. Could you give the USB vendor ID and product ID of the mice? (not sure how to do this on windows, http://www.magicdriver.com/vid_pid.html looks like it)

Thanks, so we can rule out common IDs with the adapter hardware and dolphin triggering the "add an adapter" code.

Could you first make sure your mouse doesn't disconnect (very briefly) when starting dolphin on versions prior to https://dolphin-emu.org/download/dev/9348b2e1a661d7e430e70107569ec274e70a1c19/ ?

You could enable notice logs and the logging interface and look if there is anything unusual.

My best guess is that dolphin scans the connected USB devices every 500ms, and that triggers a bug in your USB drivers; could you test https://dl.dolphin-emu.org/prs/pr-2406-dolphin-latest-x64.7z and tell me if it changes anything?

Plugging my mouse into a USB3.0 port eliminated this issue for me.
Unfortunately not everybody has USB3.0 ports.

I tried Version 4.0-6135 and it didn't have the issue so it has to be something with GC adapter changes to the USB code. The other build provided (pr-2406?) had the issue present, mouse began to lag and disconnected after about 3 seconds.

Switching my mouse to a USB 3.0 slot did work around the issue but, as already stated, not everyone has 3.0 slots. I personally only have 2 USB 3.0 ports and use both constantly so I still have to reach around and swap plugs when I want to use Dolphin.

This is a very strange issue, I'm not entirely sure what causes it. I had a similar issue with the dolphinbar and my keyboard that had everything to do with power draw of the USB devices...

Please try PR2744 (https://dl.dolphin-emu.org/prs/pr-2744-dolphin-latest-x64.7z) and disable "Direct Connection" and report back if it fixes the issue.
