What's the problem? Describe what went wrong in few words.

During the thunderstorm chapters the gamespeed heavily decreases ecpecially when there is a heavy rain. It was tested on D3D. Don't know if OpenGL is affected.

What did you expect to happen instead?

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?

No. It works the same.

We don't accept performance bugs without reasons, but I can explain why at least and link this to a valid report from earlier research. Resident Evil games use perf-counters, and saving/loading states, among other things, will break perf-counters. During the rain effects, perf-counters will be in full force with Resident Evil 4, which is why you'll see the slowdown here instead earlier.

That's the behavior I experienced within the game, and if it's just "this area performs slower" aside from that reason, then this may not be valid at all due to it just being more demanding. But, I am fairly certain this is due to hte perf-counter things which likes to be set off.
