Mouse controls are horizontally reversed when using an RTL language

Description

What's the problem? Describe what went wrong in few words.
Wii pointer moves right when moving the mouse left, and vice versa.

What did you expect to happen instead?
Wii pointer moves left when moving the mouse left, and vice versa.

What steps will reproduce the problem?

  1. Map the mouse to emulated Wiimote IR controls, mapping left on the mouse to left on the Wiimote and vice versa. (I used DInput on Windows 7. Not sure how many other backends this affects.)
  2. Change Dolphin's UI language to one of the following:
    עברית, العربية, فارسی
  3. Start a Wii game that uses the IR pointer (or start any Wii game and press the Home button).
  4. Try to move the mouse right and left.

Dolphin 3.5 and 3.5-367 are old versions of Dolphin that have
known issues and bugs, so don't report issues about them and test the
latest Dolphin version first.
Which versions of Dolphin did you test on?
4.0.1, 4.0-5939, 4.0-5942 and 4.0-6734. I also saw a user have this issue in 4.0-6820.

Does using an older version of Dolphin solve your issue? If yes, which
versions of Dolphin used to work?
None as far as I know
