What's the problem? Describe what went wrong in few words.

When I started up the game and played a new game the framerate goes down to around a steady 11 to 14 framerate even though the game is running at a 100% and the audio is running fine.

What did you expect to happen instead?

the game to run at a 30 FPS like it does on the console

What steps will reproduce the problem?=
1.start up game
2.select and start new game
3.the game's framerate will run choppily at 100% rate
