Allow only one Game Properties window to be open at a time

Sorry for posting really trivial issues lately, but this one is genuinely a problem for me and essentially everyone else who uses the Game Properties window a lot.
Very often, whenever I have a GP window open and I make an AR code, I absent-mindedly open another GP window to add the code. This means that I lose the code when I close the window, because the one that was last open didn't have the code.
Lastly, there aren't really any practical reasons why you would intentionally have more than one GP window open at once. If you try to open a second GP window for one game, just bring the existing one back into focus. If you try to open one for a different game to the one currently open, close it and then open the new one.

I think the ability to open more than one game properties window was intentional. There was some reason for it, like having two windows beside each other for comparing things, but I don't remember exactly. https://github.com/dolphin-emu/dolphin/pull/2123

What I was trying to say is that only one GP window should be open for a
specific game/ISO. It makes no sense to have two GP windows open if only
one of them is actually correct and up-to-date.

If the ability to open more than one game properties window was intentional then at least they should open at different positions, not exactly one above other.
