Virtual Console games will not start since 4.0-7592

Description
Since 4.0-7592, trying to start a Virtual Console game will result in the game never starting. Trying to launch it from the Wii System Menu will result in the system menu rebooting and returning to the main menu.
I tested the following revisions (non-working revisions in bold):
4.0-7588
4.0-7590
4.0-7592
4.0-7630
4.0-7636
4.0-7723
Tested Paper Mario and Super Mario 64.

It seems like they do boot, but it would just take an impossibly long time for them to do so. When the Emulated CPU Clock is set to anything below 22%, the games seem to boot in the same amount of time as they used to, with 6% resulting in the fastest boot.

Do note if you don't have a Wii System NAND dump booting the games from the system menu will not work.
For me, all games can be booted from the system menu.
