What's the problem? Describe what went wrong.

There are weird shadow glitches in final stage on 4:3 screen (16:9 Doesn't effected)

What steps will reproduce the problem?

-Disable Store EFB Copies to Texture Only (If using 4:3 Aspect Ratio)
-Use 16:9 Aspect Ratio

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

There's more than a few changes in that range of builds (4.0-5238 to 4.0-7538) that I could potentially see causing this. Could you figure out which exact build broke this? (If you're not aware of how to bisect: try a build close to the exact middle of your range (in this case, ~4.0-6388) then cut your range in half (depending on whether the issue appeared or not) and repeat until you find which build introduced the issue. This minimizes the number of builds you need to test and is mathematically the fastest way to test something like this.)

4.0-7630 broke this. This build broke a lot of games I tested. (Contra Rebirth and Castle Vania Rebirth had black screen on this build too.)

Can you try this again with 4.0-8010 or a build after that? PR 3165 does fix some other isues introduced by the "Make efb2tex behave much more like efb2ram" changes.

Yes, The lastest build (4.0-8072) fixed this issue and the games that had problem after 4.0-7630 build (Sonic riders zero gravity, contra rebirth, Mario Kart Wii - Time trial Mode, CoD Modern Warfare 3)

Note: Wii party work fine without efb copies to ram after 4.0-7630 build. (No Texture Override)
