What's the problem? Describe what went wrong.
Using Force Texture Filtering results in scrambled videos. We disable Antistropic Filtering in the GameINI for this same reason, but Force Texture Filtering=Off is not forced via the GameINI.

What steps will reproduce the problem?
Start the game with "Force Texture Filtering" enabled, wait for intro video to play.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
