What's the problem? Describe what went wrong.
When using emulated Wiimotes, the game will stop you on the opening and say you're beyond the safe distance of the T.V. The only way to make it think you're close enough is to constantly hold "Forward" on the emulated Wiimote; which is annoying to say the least. With Real Wiimotes I can be a literal mile from the sensor bar and it doesn't give a shit.
What steps will reproduce the problem?
Startup the game with an emulated Wiimote plugged in. That's literally all. Configure the "forward" control if you want to try and get past it, but as soon as you let go it boots you back to this screen.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
4.0-8258; it doesn't seem to work in 4.0.2 either, though.
What are your PC specifications? (CPU, GPU, Operating System, more)
Core i5 3570K, GTX 760, Windows 7

it still happens on latest Dolphin but i found a very simple fix
just go in Config > Wii > IR Sensitivity:
and put it all the way left and boom it works perfectly fine

It looks like you're using TAS from your screenshot? That's worth mentioning.
It's not surprising TAS generates poor IR data.
Ideally it should share logic with CameraLogic::Update.
