An expansion of the idea in this pull request:

Since that PR was merged, Dolphin can now load texture packs using only the first 3 letters of the game ID so packs can be "region free".
This request is to allow additional characters after the game ID, so a descriptor (most likely the game title) can be also be provided. Using Xenoblade Chronicles for example, the texture pack folder SX4 could be named something like SX4 - Xenoblade Chronicles. There are probably several ways this could be implemented, such as ignore any text after the game ID, or ignore text in brackets like SX4 [Xenoblade Chronicles] as an alternate style to force a certain naming scheme.
The point of this is only to provide a quick reference to what game a texture pack is for. This could be useful if a user has many texture packs and has no idea what games they go to, without having to look up the game ID for each individual game. Texture pack authors could provide the name, or a user can manually rename the folders after installing if they wish.

As of 5.0-11744 texture folders can have custom names while containing a <gameid>.txt
file.
