What's the problem? Describe what went wrong.

Bloom offset in-game (see pictures)

What steps will reproduce the problem?
Load Metroid Prime 3 in Trilogy (and to a much lesser extent, Prime 1 and 2), set internal resolution above 1x, and view any bloom effects.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

4.0-8197, and to my knowledge, this issue exists in previous versions as well.

What are your PC specifications? (CPU, GPU, Operating System, more)

6700k, GTX 950, Windows 10, 16GB RAM

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

Issue does go away if you turn off scaled efb copy, but that causes another problem in this game where the entire top-left portion of the screen becomes pixelly.

That's because the top corner of the screen is an EFB Copy region.

This is really not valid as an issue (higher resolution is an enhancement that can cause issues) buuuuuuut, we know there's a flaw in our EFB Copies to Texture that messes up the bloom quite a bit. I'm not sure if it'll fix this issue, but do note we're aware something is broken.

Leaving it open for now in case there's no other issue on the list.
