What steps will reproduce the problem?
-Wii ratio set to 16:9 in Dolphin
-start any VC game
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
4.0-8660
What are your PC specifications? (CPU, GPU, Operating System, more)
i7 980x, GTX970, Win10
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)
-if ratio is set to 4:3 in Dolphin Wii options then ratio is ok BUT then native Wii games are stuck in 4:3

This is how it is on console; 4:3 VC games run are stretched when the wii is in 16:9 mode. No one really likes it, but, Dolphin is emulating it correctly.

I'm changing this to a feature request. It would be possible to detect VC titles based on the game ID and force 4:3, like vWii on Wii U does.

Actually I've changed my mind. If we set it via INIs then you'd have to manually go through the INIs to disable it to get proper emulation of the Wii.
I'm against forcing it unless we come up with a way to easily enable/disable it for all VC games.

I've just tried setting it in MarioKart64 in the ini via AspectRatio = 2, this doesn't work...

You can set it in the UI really easily, I know that much. But, I'd want to be able to enable/disable for all VC games easily. I guarantee you some guy will make an issue "black bars on VC games" if we just outright force them as 4:3.
I think 4:3 is way better for games designed for that aspect ratio, but, more and more I feel like I fall into the minority.

JMC4789 no one is going to complain about black bars because the aspect ratio is completely screwed!
but there also seems to be a separate issue here that the VC .cfg files cannot be edited...

You really don't understand how most users think. Trust me, there will be reports/complaints. Also, no issue here forcing the INIs; dunno what you're running into there.

What do you mean by .cfg files? Dolphin doesn't use any files with the cfg file name extension as far as I know.

apologies, i should have been more precise...
by .cfg i meant .ini
take a look at the screenshots:
-GABE01.ini in Windows (settings visible)
-GABE01.ini via Dolphin (blank, doesn't save settings)
and despite setting the aspect ratio via Windows Explorer, it stays 16:9...something is broken

Where is the file you are editing via Windows Explorer? What button are you pressing in Dolphin to open the INI?

where? good point but i think i'm editing the correct file (in fact i did both copies to be sure):
-active .ini file is in my GameConfig directory in my Documents folder: C:\Users...
-to be doubly sure i also edited the .ini in the Dolphin .exe directory (but i don't use the local directory settings option)
-re: button: i'm clicking the 'Edit Config' button on the game properties

sorry but this isn't support! there's a bug here... .ini settings that are there in Windows are not appearing when opening via the .exe

I thought it was pretty clear all along that INIs not loading/saving doesn't have anything to do with Dolphin detecting the wrong aspect ratio... That both of these problems are preventing you from running VC games in 4:3 doesn't mean that the problems themselves are related.

well, guess i'm just not as quick as you :-| will do some more testing and file an added issue if it still looks real
please bear in mind i/we only noticed the .ini loading issue whilst trying to get VC gmes running in 4:3 without switching settings in the GUI every time

Seeing your ini file you have the setting under wrong category. It should be under
[Video_Settings]
AspectRatio = 2

This also will affect the dolphin graphic configuration setting and not the wii setting.

Widescreen = False
is actually the more correct way to fix things, rather than forcing the aspect ratio to 4:3
