Possibility of Adding Frameskip Option to Android

Description

Even though Dolphin Emulator on Windows allows you to enable frameskipping, on Android, I can't enable frameskipping from the Dolphin.ini as it doesn't have any effect at all. I assume the ability to enable frameskipping hasn't been implemented yet. If so, is it possible to add frameskipping to not only Dolphin Emulator for Android but also for Android UI? It would be useful for getting better framerates in games that aren't running at full speed and might also help with choppy audio. Although it'll lower the FPS counter which will cause gameplay to become choppy, I would mostly set it to 1 or 2 so that I would be able to play GC/Wii games with faster emulation and still have tolerable framerates without too much choppiness.

I don't currently plan on exposing this on the UI.
Dolphin accepts the changes in the INI, if that doesn't change anything then it being in the UI won't help you any.

I wouldn't mind the fact that the ability to enable frameskipping from the UI won't be added to Dolphin Emulator if it would allow me to skip frames once I change "Frameskip" from 0x00000000 to something like 0x00000002. However, Dolphin Emulator, for whatever reason, won't skip any frames after I change "Frameskip" and will instead revert it back to 0x00000000 (https://www.youtube.com/watch?v=SgTNkUhT3XE).
