Description
There are multiple scenarios in which I would like to have my controller usable in the background, but not hotkeys. For example, I enable Background Input for when I'm using Cheat Search, but when I use HxD to, for example, look up a car's stats in Burnout, pressing F3/Shift+F3 to sift through CTRL+F'ed stuff in HxD is a major pain, since Dolphin will be in the background, constantly loading and saving save-states. By having a Background Input option in the Hotkeys menu and a Background Input option in the Controller Configuration menu, I'm expecting the two to do two different things, but right now, they do the same thing.
Oh, and every time I'm typing a full-stop here, I'm actually having to type two full-stops and delete the second one, since the full-stop key is bound to Pause Emulation in Dolphin. Fun times. It's even more fun when I'm on the internet for a while and I forget that Dolphin is paused in the background. Then I decide to comment on some random YouTube video - "Nice video" full-stop - BURNOUT 2'S MENU MUSIC STARTS BLASTING OUT OF NOWHERE AND GIVES ME A HEART ATTACK.
tl;dr: I don't want to have to close my game every time I'm using something that uses the same keys as Dolphin.
