[Request] Remove the "Browse" button from the toolbar and adjust empty gamelist message

I didn't even realize Dolphin could do this, but for a very long time, any time the game list is empty, this is displayed.

Dolphin could not find any GameCube/Wii ISOs or WADs. Double-click here to browse for files…

See the attached image to see it in 3.5.

Well um, that wording should be adjusted some and things, but um, by double clicking it, it opens a way to choose a game list directory, just like the browse button in the toolbar. With that feature present, I see no reason for the browse button to exist. Users can just set the directory when they have an empty game list, and then change it later or add more with the paths GUI.

As for that wording, one problem we've had is that users think double clicking on that should let them open files, and freak out when they do not see any files. So, I propose...

Oh, there's also a Browse for ISOs option in the File menu. I think that should be removed and replaced with a shortcut to Paths. But it isn't harming anything and could stay if anyone wants it there.
