Rockstar Table Tennis: Weird EFB Copies not clearing issue

Rockstar Games Presents: Table Tennis - RT3E54

What's the problem? Describe what went wrong.

It appears garbage gets into the EFB Copies and continually stacks up regardless of settings. Tried EFB copies to RAM, tried safe texture cache, fast/slow depth, safe texture cache, flickering the texture cache. The only thing that actually clears the EFB Copies is changing the internal resolution with "Scaled EFB Copies" set to on. Otherwise, the shadows will stack up forever as you play matches. I've attached screenshots at the bottom of before changing IR and after.

What steps will reproduce the problem?

Just play the game, some EFB Copies from the opening video will get stuck on screen if you go into the tutorial.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

It was mostly solved in 5.0-1635 but this issue still reappears if you play a bit longer, it will leave little random semi-transparent splotches on screen.
