Description
There are some languages that have relatively complete translations on Transifex that aren't available in Dolphin yet. The most notable one is Malay, which essentially is complete, but there are also a few ones at less than 70% completion. Before the release of 5.0, we should make Dolphin include the languages that are complete enough.

Where to draw the line? How much has to be translated, so it officially ends up in Dolphin? What is the minimum % of the currently included languages?

I'm not aware of any existing policy on it. If we want to base it on how complete the already included languages are, we should probably include everything that's above 45%. No languages are between 15% and 45%. Dolphin actually includes a few languages below 15% right now, like Hebrew at 0%, but we shouldn't be adding any more of those. In fact, I even think we should remove Hebrew until it has a more complete translation.

It won't happen before 5.0 due to feature freeze

We update languages all the time during feature freeze, so I don't see why adding new languages would be any different. It's just data.
