What's the problem? Describe what went wrong.
On Dolphin's Game List, it's possible to add a File Name column, and this column have display issues with non-English characters.

What steps will reproduce the problem?
From a clean Dolphin install:

  1. Go to View => Select Columns and mark File Name
  2. Add a folder to the Game List with ISOs having non-English characters on their filenames
  3. Look at the encoding under File Name column

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
Tested on 4.0-9327. All versions seems to have this issue.

What are your PC specifications? (CPU, GPU, Operating System, more)
CPU: Intel Core i7-3630QM @ 2.4GHz
GPU: NVIDIA GeForce GT 635M @ 2GB GDDR3
RAM: 8GB @ DDR3-1600 (2x4GB)
OS: Windows 10 (Insider Preview)

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

It's probably something fairly simple to fix as the Title column already display non-English characters properly. Maybe we should include a fix for this in 5.0 stable too?

Is this a regression from 4.0.2?

Well, 4.0.2 didn't allow to add or remove columns (and it also didn't have the file name column), does that count as regression?
