What's the problem? Describe what went wrong.

Permanent Screen Shaking (easily visible at startup logos), theses 2 games are the only one to shake in my large Dolphin library.

What steps will reproduce the problem?

Boot the game, you should see a screen shaking directly in the startup logos, this is what should be fixed.
There is also the same bug on PAL version of theses games.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

What are your PC specifications? (CPU, GPU, Operating System, more)

  • Intel Core i7-4790K CPU @ 4.00 GHZ
  • Nvidia GTX 770
  • Windows 10 x64
  • My screen supports 60hz output, there is no progressive scan feature on theses games

Yeah, anyone who says it worked in the past is just wrong; if it worked it's probably based on using frameskip to skip half the frames.

I think it was one of those things were multiple bugs combined to accidentally give a workable result.
