I haven't seen it look like that before. Do you have a Japanese font installed? Can you read for instance read "バトルスタジアムD.O.N" correctly here in the web browser?

It does look like you don't have any East Asian fonts installed. There's nothing Dolphin can do about that.

The issue is probably that you specifically have your Windows UI font set to a font that doesn't have the appropriate characters. You might need to change the font (I forget exactly where the setting is in Windows 7; Personalize->Theme or something like that?).
