What steps will reproduce the problem?

Start up a new game and just walk around.

Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?

This goes on forever; I've been aware of this issue for years, but never got around to testing it on console. By looking at the output on my capture card, I can see that the game only runs at 30 FPS in-game. In fact, the "interpolation" issues CAN show up there too during moments of lag when it falls off of exactly 30 FPS! So, the interpolation issue is a bug in the game, but, it avoids it by rendering at exactly 30 FPS. In Dolphin it's running at 60 FPS and we see the bug almost all the time!

Verified to still occur in Dolphin 5.0-357

What are your PC specifications? (CPU, GPU, Operating System, more)

Core i5-3570K @ 3.8GHz, NVIDIA GeForce GTX 1070, Windows 10

Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

I was going to attach some videos but the quality was atrocious. I could possibly do something on youtube for this issue if there is significant interest.

I can confirm this happens in Dolphin. I can upload a video from Dolphin as well if need be. Interestingly, the interpolation is not visible during fighting as the game seems to slow down to 30 fps regardless of computer power available. At the very least, this is what happened when I was walking around in the first level.

Another note that may or may not be related is that activating v-sync will automatically force gameplay to change to 48 fps/48 vps regardless of what is on screen; resulting in extremely jittery movement. This is with completely stock settings from 5.0 install.

EDIT: I cannot reproduce the v-sync thing with my desktop despite exactly the same settings. This might be because my desktop has a dedicated graphics card while my laptop only has an Intel HD 520, but I will have to test more to be sure. I will try to get some pictures and video of this issue when I have some time later. Hope this helps in any way.
