MMU and JITIL results in a black screen.

What's the problem? Describe what went wrong.
Booting any game with JITIL and MMU enabled will result in a black screen only .
What steps will reproduce the problem?
Enable MMU and change to JITIL Recompiler.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
Lots of versions.
It used to work.
I have bisected the issue.
dolphin-master-5.0-215-x64 works fine.
dolphin 5.0-220 didn't build on Windows. But I'm sure this is where the bug was introduced. PR: https://github.com/dolphin-emu/dolphin/pull/4004
dolphin-master-5.0-222-x64 is broken.
What are your PC specifications? (CPU, GPU, Operating System, more)
CPU: 4790k
GPU: r9 290
OS: Windows 10
Is there any other relevant information? (e.g. logs, screenshots,
configuration files)

That PR has been reverted. Does the problem still exist?

Okay, then I suppose it was re-introduced when a different version of the PR was merged later.

Sorry for not mentioning that in the report.
Just wanted to narrow it down to the first PR without the extra commit so one less commit being likely to be buggy.
