Vulkan - Aspect Ratio changes do not work

Game ID? (right click the game in the game list, properties, info tab)
MD5 Hash? (right click the game in the game list, properties, info tab, MD5 Hash: Compute)
What's the problem? Describe what went wrong.
With the new Vulkan backend is impossible to change screen aspect ratio
What steps will reproduce the problem?
Start a game, try to change the Aspect Ratio (with an hotkey or entering in the video config), the changes (4:3, stretched) do nothing, for me the image always stays at 16:9
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
