What's the problem? Describe what went wrong.
On newer Dolphin builds, the game is missing texture fonts, making it unplayable past the file load screen. The missing font is expected to be there for the cursor to function. The "Licensed by Nintendo" text at the start is missing as well as small fonts on the file load menu. During the demo loop, the map name also doesn't load, with only a small gray rectangle appearing in its place.
What steps will reproduce the problem?
Just booting the game, it will be apparent when there is a black screen for a long time and the first thing seen is the Capcom logo instead of the Licensed by Nintendo line.
Which versions of Dolphin did you test on? Does using an older version of Dolphin solve your issue? If yes, which versions of Dolphin used to work?
5.0-4484
5.0-1574

Seems to have started with 5.0-1574.

I have tried a portable run of the emulator and the problem persists. In the portable case though, I get a Warning message when trying to run the game saying there is an error trying to access Windows-1252 fonts. I've also tried toggling graphic options, but nothing changes. I think 5.0-1574 is when it stopped working as intended.
This was discussed on the IRC as well. A FIFO log is attached.

As I said on IRC, I can't reproduce this issue. Everything renders fine.
I wonder if this is an issue with the default font or something, but, I tried removing my ripped font files and it still worked fine with our free fonts. Sorry.
Can we get a second person to check this?

No response. Looks like some kind of user error with fonts not loading.
